Frequently Asked Questions - Citizenship by Investment

What is citizenship?

Citizenship is the legal status of being a recognised member of a particular country or state. It establishes a formal relationship between an individual and a nation, granting that person a defined set of rights – such as the right to live, work, vote, and hold a passport – alongside responsibilities like obeying the country’s laws and, in some cases, paying taxes or completing national service. Citizenship is distinct from residency: a resident may live in a country lawfully without being a citizen of it.

A citizen is a person who holds the legal status of citizenship in a given country and is therefore entitled to its full protections and privileges. A citizen is generally someone who has acquired that status through birth, descent, naturalisation, marriage, or investment, and who is recognised by the state as one of its own nationals. The defining feature is the legal bond: a citizen can claim the country’s protection, including consular assistance abroad, and cannot ordinarily be denied entry to or removed from their country of citizenship.

A common citizenship example is a child born to parents who are nationals of a particular country, automatically acquiring that country’s citizenship by descent. Another example is an individual who moves abroad, meets a residency requirement, and is granted citizenship through naturalisation. A third is a person who obtains citizenship by investment, acquiring a second nationality by making a qualifying economic contribution to a host country. Each example results in the same outcome – recognised legal membership of a nation – through a different route.

There are several types of citizenship, distinguished mainly by how the status is acquired:

  • Citizenship by birth (jus soli): granted to those born within a country’s territory.
  • Citizenship by descent (jus sanguinis): inherited from a parent or, in some cases, grandparent who is a citizen.
  • Citizenship by naturalisation: acquired after a period of lawful residence and meeting set criteria such as language or integration requirements.
  • Citizenship by marriage: available to spouses of citizens, usually after a qualifying period.
  • Citizenship by investment: obtained by making an approved economic contribution to a country.

Many countries also permit dual or multiple citizenship, allowing a person to hold more than one nationality at the same time.

Global citizenship is the idea that an individual’s identity and responsibilities extend beyond the borders of any single nation to the wider world community. Rather than a formal legal status, global citizenship is a concept rooted in shared values – awareness of global issues, respect for cultural diversity, and a sense of responsibility towards humanity as a whole. A global citizen typically engages with international concerns such as sustainability, human rights, and economic interconnection, while still holding legal citizenship of one or more specific countries. In practical terms, holding more than one nationality can support a more globally mobile lifestyle, giving individuals and families greater freedom to live, work, travel, and invest across multiple jurisdictions.

Citizenship by investment is a legal route through which an individual can acquire citizenship of a country by making a significant, government-approved economic contribution. Qualifying investments commonly take the form of a contribution to a national development fund or an investment in approved real estate or enterprise. In return, successful applicants – and usually their immediate family – receive full citizenship, including a passport and the right to live in the country. The Caribbean nation of St Kitts and Nevis launched the world’s first citizenship by investment programme in 1984, and several countries now operate similar programmes as a means of attracting foreign direct investment.
